I believe it is an issue with Symbian S60 3rd edition. The application is not signed, so 3rd edition places restrictions on it. It is both Google and Nokia's fault. I had the same problem, the E61 would donwload the file but not install it. The problem was resolved by accessing the www.google.com/gmm choosing an access point called "Movistar Java" instead of the usual acces point "Movistar Internet". The install was succesful.
